Award Contract EBS General Engineering, Inc. <br />Residential Street Repair and Alley Improvement Project <br />May 21, 2019 <br />Page 3 <br />A total of six (6) bids were received, and all were deemed responsive. EBS General Engineering, <br />Inc., submitted the lowest responsive bid in the amount of $874,300 (Exhibit 2). Based on the bid <br />analysis and a contractor's reference check, staff recommends awarding the construction <br />contract to EBS General Engineering, Inc., in the amount bid (Exhibit 3). <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #6 - Community Facilities & <br />Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City <br />assets), Strategy B (equitably maintain existing streets and associated assets in a state of good <br />repair so they are clean, safe and aesthetically pleasing for all users), Strategy C (invest <br />resources and technology to extend the service life of existing infrastructure to protect the City's <br />investment and support a high quality of life standard), and Strategy G (develop and implement <br />the City's Capital Improvement Program in coordination with the Community Investment Plan - <br />e.g., neighborhood streets, traffic improvements, etc.). <br />ENVIRONMENTAL IMPACT <br />In accordance with the California Environmental Quality Act, the recommended actions are <br />exempt from further review. Categorical Exemption Environmental Review No. ER -2019-29 was <br />filed for the project. In addition, a Certification of Categorical Exclusion and Statutory Work sheet <br />have been prepared in accordance with the National Environmental Policy Act. <br />FISCAL IMPACT <br />As indicated in the Cost Analysis (Exhibit 4), the estimated total construction delivery cost of the <br />project is $1,092,874. The Measure M2 Local Fairshare project funding will come from money <br />already received.
