2. Staff Update Regarding the Housing Opportunity Ordinance (Strategic Plan No. <br />5, 3) (Minh Thai, PBA and Steven A. Mendoza, CDA) <br />Candida Neal, Planning Manager of Planning and Building presented a status report <br />and future direction for the Housing Opportunity Ordinance (HOO) an overview of the <br />current ordinance in -lieu fees received, invested and units produced. Committee <br />Members provided feedback regarding areas of the ordinance to be evaluated by <br />staff that include the following options for consideration: On-site Development, In -lieu <br />Fees and Density Bonus Concession. The next steps are to conduct a stakeholder <br />outreach with the private market developer community and nonprofit community <br />before returning to City Council for a Work Study session. <br />3. Mobile Vending (Strategic Plan No. 3, 3c) (Alvaro Nunez, PBA) <br />Alvaro Nunez, Code Enforcement Manager of Planning and Building presented <br />recommendations to create a six-month pilot program to allow Food Truck <br />Islands/Pods and allow food trucks and pop-up temporary food businesses to operate <br />on private property for extended time -periods. Mr. Nunez explained that the current <br />Santa Ana Municipal Code (SAMC) allows food vending businesses to vend on <br />private property once they have obtained a Land Use Certificate (LUC) and/or <br />Special Event permit. <br />4. Discussion and Consideration to Amend City Manager Authority to Execute <br />Contracts and Agreements (Strategic Plan Nos. 4, 1 & 7, 51 (Nabil Saba, PWA) <br />Nabil Saba, Water Resources Manager of Public Works provided a proposal to <br />amend City Manager's signing authority for non-public works contracts to $100,000 <br />per vendor and public works contracts to $250,000 per vendor and grant City <br />Manager signing authority for emergency Public Works contracts up to $10,000 per <br />vendor. <br />MOTION: Martinez SECOND: Benavides <br />VOTE: AYES: Benavides, Martinez (2) <br />NOES: None (0) <br />ABSENT: Sarmiento (1) <br />5. Citywide Branding Next Steps (Strategic Plan No. 3, 1E) (Councilmember <br />Benavides) <br />Councilmember Benavides suggested to staff to include a short narrative and <br />background of the proposed logo in the report for others to understand the history <br />behind it.
