Orange County United Way, Jamboree Housing, and UCI conducted a study <br />("United Way-UCI Study,') in 2017 (full study at,Www.unitedwayoc.org/resources) based on 2014/2015 <br />data that attempted to quantify the per dollar costs,of each homeless,person — including costs to <br />hospitals, to law enforcement, to other municipal services, to social services providers, to facilities like <br />shelters, and more. Their hypothesis was that it likely cost more to allow people to remain on the streets <br />than to move them into housing. — <br />Key findings of the United Way-UCI Study included that $299 million was spent to address homelessness <br />in Orange County by government and non -governmental agencies for 12 months encompassing <br />2014/2015.•Of this amount: <br />* $120 million was spent by municipalities <br />* $77 million was•spent by hospitals <br />• $62 million wa`s.spent bythe�County of Orange <br />* Non -governmental agencies spent $35 million <br />The average cost per homeless person for all services is about $45,000 for that year period. Health care <br />and medical services are a key driver here, and if the "most costly' 10% of the population is dropped <br />from the analysis, the mean annual cost per person is $10,000. The Study concluded that "the costs of <br />homelessness are driven upwards by the heaviest service users among those who are chronically street <br />homeless," <br />How Housing Affects Costs.
