As a regional agency, the SCAQMD works directly with SCAG, county transportation <br />commissions, and local governments and cooperates actively with all federal and state agencies. The <br />SCAQMD develops rules and regulations, establishes permitting requirements for stationary sources, <br />inspects emission sources, and enforces such measures through educational programs or fines, when <br />necessary. The SCAQMD is directly responsible to reduce emissions from stationary, mobile, and <br />indirect sources. <br />City of Santa Ana <br />The City of Santa Ana is responsible to assess and mitigate air emissions by its land use decisions. <br />The City is also responsible to implement transportation control measures as outlined in the 2016 <br />AQMP. The City assesses the air quality Impacts of new development, requires mitigation of potentially <br />significant air quality Impacts by conditioning discretionary permits, and monitors and enforces <br />Implementation of the mitigation. Because the City does not have the expertise to develop plans, <br />programs, procedures, and methodologies to ensure that air quality within the City meets federal and <br />state standards, the City relies on the expertise of the SCAQMD and utilizes the SCAQMD CEQA <br />Handbook as the guidance document for the environmental review of plans and development proposals <br />within its jurisdiction. <br />The City of Santa Ana General Plan Conservation Element contains the following air quality -related <br />goals and objectives that are applicable to the proposed project: <br />Goal 3 <br />Preserve and enhance the aesthetic and environmental quality of the community for the enjoyment of <br />all residents. <br />Objectives <br />1.1 Reduce air pollution emissions to achieve national ambient air quality standards. <br />Legacy Sunflower Apartments Page 37 <br />Mitigated Negative Declaration — March 14, 2019 <br />751-123 <br />
