APPROVE A DENSITY BONUS AGREEMENT TO ALLOW A 552 UNIT <br />AFFORDABLE RENTAL PROJECT AT 2110, 2114, AND 2020 EAST FIRST <br />STREET {STRATEGIC PLAN NOS. 3, 2; 5, 3) — Community Development <br />Agency; and Planning and Building Agency <br />Planning Commission approved recommended action on June 4, 2018 by a vote <br />of 4-1 (Bacerra dissented). <br />Council discussion ensued. <br />Councilmember Penaloza, supportive of continuing item to address parking ratio <br />concerns. <br />City Manager Kristine Ridge spoke. <br />Community Development Agency Executive Director Steven Mendoza spoke. <br />Councilmember Sarmiento, supportive of developer revising Area Median Income <br />(AMI) rate and to continue item to address parking ratio concerns. <br />Michael Massie, Chief Housing Development Officer, on behalf of Jamboree <br />Housing, addressed City Council to provide ongoing project developments <br />Mayor Pulido, unsupportive of item as presented. <br />Councilmember Solorio, supportive of including language to Traffic Management <br />Plan to address potential negative parking impact. <br />City Manager Ridge, recommended approving item with modification to onsite <br />parking management plan to include parking lift requirements. <br />CITY COUNCIL MINUTES 22 MAY 7, 2019 <br />1 OA-22 <br />
