SMITH ENGINEERING 6, MANAGEMENT <br />May 30, 2019 <br />Mr. Richard Drury <br />Lozeau Drury <br />410 12th Street, Suite 250 <br />Oakland, CA 94607 <br />Subject: MainPlace Mall Transformation Project P19027 <br />Dear Mr. Drury: <br />At your request, I have reviewed the Addendum (hereinafter the "Addendum") to <br />the Fashion Square Commercial Center Final Impact Report (SCH 1983021103) <br />(hereinafter the "FEIR") for the MainPlace Mall Transformation Project (the <br />"Project") in the City of Santa Ana (the "City"). My review is specific to the Traffic <br />and Circulation sections of those documents <br />My qualifications to perform this review include registration as a Civil and Traffic <br />Engineer in California and over 50 years professional consulting engineering <br />practice in the traffic and transportation industry. I have both prepared and <br />performed adequacy reviews of numerous transportation and circulation sections <br />of environmental impact reports prepared under the California Environmental <br />Quality Act (CEQA) including residential and mixed use complexes. My <br />professional resume is attached. Findings of my review are summarized below. <br />Background <br />The City is attempting to approve the proposed Project as an Addendum to an <br />FEIR prepared in 1983. Such addenda are only allowed under CEQA for "minor <br />modifications" to previously approved projects. Substituting 1900 units of mid - <br />rise housing for 750,000 square feet of office use and 131,175 square feet of <br />retail commercial is obviously not a minor modification. From a traffic and <br />circulation perspective, office and retail uses have very different peak period <br />inbound vs. outbound trip patterns compared to residential uses. Office and <br />retail trips tend to originate from and be destined to residential concentrations <br />I'RA I'R1('.
