REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JUNE 18, 2019 <br />TITLE: <br />APPOINT CITY COUNCILMEMBER TO <br />THE ORANGE COUNTY HOUSING <br />FINANCE TRUST <br />(STRATEGIC PLAN NO. 5, 3C) <br />1-01 C MANAGER <br />CITY MANAGi <br />CER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1a Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Appoint City Councilmember to the Orange County Housing Finance Trust. <br />DISCUSSION <br />On June 4, 2019, City Council adopted a resolution authorizing the City's participation in the <br />Orange County Housing Finance Trust. City Council also authorized the City Manager and the <br />Clerk of the Council to execute the Joint Powers Agreement which implements the Orange <br />County Housing Finance Trust. The Joint Powers Agreement (JPA) sets forth the Governing <br />Board as follows: <br />Four representatives from the County of Orange, all elected officials (including two members <br />of the Board of Supervisors) to be placed on the Trust Governing Board by the Orange <br />County Board of Supervisors. The members appointed by the Board of Supervisors are <br />Supervisor Andrew Do, Supervisor Doug Chaffee, Sheriff Don Barnes and Treasurer -Tax <br />Collector Shari Freidenrich. <br />• Five representatives from cities, as follows: <br />■ One City Councilmember for the city member with the greatest population in the North <br />Service Planning Area (SPA): City of Anaheim <br />• One City Councilmember for the city member with the greatest population in the <br />Central SPA: City of Santa Ana <br />■ One City Councilmember for the city member with the greatest population in the South <br />SPA: City of Mission Viejo, but changes if the City of Irvine joins <br />■ One City Councilmember representing cities of 60,000 in population or more: John <br />Mark Jennings, City of Laguna Niguel <br />■ One City Councilmember representing cities of less than 60,000 in population: Jamey <br />Federico, City of Dana Point <br />65A-1 <br />
