Public Hearing - Fiscal Year 2019 — 2020 CDBG Program <br />June 4, 2019 <br />Page 5 <br />similar programs? <br />• How many people will be served with CDBG funds; are a majority <br />from Santa Ana? <br />5 <br />• Does the application clearly identify how the grant funding will be <br />spent? <br />5 <br />TOTAL POINTS <br />100 <br />Representatives from each organization were invited to present their proposed public service <br />programs for funding consideration at two Community Redevelopment and Housing Commission <br />public hearings on February 26, 2019 and February 28, 2019 held from 3:OOPM to 7:OOPM on <br />both days. At the special CRHC meeting on March 27, 2019, Commissioners deliberated and <br />finalized the funding recommendations.. The recommended funding amounts for the nonprofit <br />organizations equals $872,543, with the exclusion of the Orange County Fair Housing Council, <br />which is recommended to be funded out of program administration, as in previous years, as <br />permitted by CDBG regulations. A brief summary of all 28 applications are shown in Exhibit 3. <br />Following the review process, the Commission is recommending funding for a total of 20 <br />programs for consideration by City Council. <br />Next Steps: <br />If the FY 2019-20 CDBG Program and Funding Plan is approved, staff will prepare and execute <br />memorandums of understanding with various city departments (Exhibit 4) and agreements with <br />nonprofit organizations (Exhibits 5 and 6) for the period of July 1, 2019 through June 30, 2020. All <br />of the projects and programs are eligible for CDBG funding and are in alignment with the City's <br />Five -Year Consolidated Plan, Strategic Plan and Capital Improvement Program. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's effort to meet: <br />• Goal #1 - Community Safety, Objective #6 (Enhance Public Safety integration, <br />communications and community outreach), Strategy F (The Santa Ana Police Department <br />will collaborate with the Orange County Probation Department, Orange County Healthcare <br />Agency caseworkers, business community, and associated non-profit organizations to <br />assist in re-entry of recently released offenders into the community); <br />• Goal #2 - Youth, Education, Recreation, Objective #2 (Expand youth programing), <br />Strategy A (Focus resources on quality youth engagement, enrichment and education <br />programs through community center, libraries and after -school programs during out -of - <br />school hours), and Strategy B (Expand the youth sports program so that youth <br />recreational opportunities are established year-round); <br />• Goal #5 - Community Health, Livability, Engagement & Sustainability, Objective #4 <br />(Support neighborhood vitality and livability), Strategy D (Implement new Neighborhood <br />Improvement Initiatives focusing on residential areas that have been adversely affected by <br />disinvestment and decline.
