Councilmember Penaloza spoke, supportive of direction. <br />85C. DISCUSS AND DIRECT STAFF, AS APPROPRIATE, TO USE MEASURE X <br />FUNDS TO EXPAND CITY'S CURRENT CONTRACT WITH ALLIED <br />UNIVERSAL SECURITY SERVICES TO QUICKLY AND COST-EFFECTIVELY <br />BEGIN PROVIDING SECURITY SERVICES AT FIVE PARKS IN EACH WARD, <br />PLUS SANTIAGO CREEK, DEDICATED BIKE TRAILS OWNED BY THE CITY <br />OF SANTA ANA, AND ADDITIONAL COVERAGE AT CENTENNIAL PARK. <br />UNTIL THE CITY IS ABLE TO DEVELOP A SUSTAINABLE PARK RANGER <br />PROGRAM, THESE EXPANDED SERVICES WOULD ALLOW US TO <br />ADDRESS INCREASING CONCERNS FROM RESIDENTS AND <br />NEIGHBORHOOD LEADERS REGARDING HOMELESS ENCAMPMENTS, <br />TRASH, GRAFFITI, DRUG USE AND RELATED PUBLIC SAFETY CONCERNS <br />— Councilmember Solorio <br />Council discussion ensued: <br />Councilmember Solorio, supportive of prioritization homeless services and <br />identification of five high -risk parks in each ward in addition to other City assets. <br />Councilmember Iglesias, supportive of moving forward with a Request for <br />Proposal (RFP) process. <br />City Manager Kristine Ridge spoke regarding contracting security at parks. <br />Councilmember Solorio, unsupportive of an RFP process. <br />Councilmember Iglesias spoke. <br />City Manager Kristine Ridge spoke regarding an expedited RFP process. <br />Councilmember Solorio, requested staff to return to council with a timeline on the <br />RFP process. <br />Mayor Pro Tern Villegas spoke. <br />Councilmember Penaloza, directed staff to provide additional options in choosing <br />security services and consider having security guards wear uniform displaying <br />City logo and badge. <br />City Manager Kristine Ridge spoke. <br />COUNCIL RECESSED AT 11:02 P.M. and RECONVENED AT 11:17 P.M. with the same <br />members present. <br />CITY COUNCIL MINUTES 27 MAY 21, 2019 <br />1 OA-27 <br />
