Direct the City Attorney to finalize and authorize the City Manager and the <br />Clerk of the Council to execute memorandums of understanding with various <br />city departments and agreements with nonprofit organizations awarded funds as <br />part of the approved Community Development Block Grant Program for a term <br />beginning July 1, 2019 through June 30, 2020, subject to non-substantive changes <br />approved by the City Manager and City Attorney (AGMT. No. 2019-XXX). <br /> <br />City Department Award <br />1. Community Development Agency - Administration of the CDBG Program. <br />$1,080,230 <br />Proposed funding amount calculated based on 20% administrative cap less Fair Housing amount. <br />2. Orange County Fair Housing Council Inc. – Provides fair housing <br />education, landlord tenant counseling and enforcement services to combat housing discrimination and <br />$60,000 <br />city administrative support for the residents of the City of Santa Ana. A commitment to further fair <br />housing is a requirement of CDBG funding. <br />3. Code Enforcement – Community Preservation Services $790,664 <br />4. Economic Development - Funds are used to make award grants of up to $5,000 to <br /> $72,926 <br />eligible microenterprise businesses in the City. <br />5. Parks, Recreation and Community Services Agency - Neighborhood <br />$1,435,000 <br />park improvements. <br />6. Public Works Agency - Residential street improvements / Santa Ana Regional <br />$2,150,323 <br />Transportation Center Americans with Disability Act improvements. <br />7. Planning and Building Agency – Neighborhood Sponsored Improvements to address <br />$50,000 <br />property maintenance and life safety violations, which contribute to the visual blight and general decline <br />of an area. <br />8. Housing – To address rehabilitation of single-family and multi-family housing as well as a <br />$635,000 <br />homebuyer down payment assistance program <br />TOTAL $6,274,143 <br /> <br />Award <br />Public Service Organizations <br />9.
