California Resources Agency, to non-agricultural use? No Impact. The project site is developed <br />with a church, church parking lot and landscaping. There is no agricultural use either on or adjacent to <br />the site. The site is designated "Urban and Built -Up Land" by the State of California Department of <br />Conservation Orange County Important Farmland 2016 map.Z Because there is no agricultural use on <br />the site the project would not convert prime, unique, or farmland of statewide importance to non- <br />agricultural use and impact farmland. <br />b) Conflict with existing zoning for agricultural use, or a Williamson Act contract? No Impact. The <br />project site is not in a Williamson Act contract. The existing R1 Single -Family Residence zoning on the <br />site does not allow agricultural use and the requested land use and zoning designations for the <br />proposed project do not allow agricultural use. The project would not conflict with any existing <br />agricultural use or a Williamson Act contract. <br />c) Conflict with existing zoning for, or cause rezoning of, forest land (as defined in Public <br />Resources Code section 12220(g)), timberland (as defined by Public Resources Code section <br />4526), or timberland zoned Timberland Production (as defined by Government Code section <br />51104(g))? No Impact. There is no timber or forests on the project site or in the City of Santa Ana. <br />The city does not have any land that is zoned and allows timber or forest production. The requested <br />zone change to Specific Development (SD) does not allow timber or forest production. The project <br />would not impact any forest or timber production. <br />d) Result in the loss of forest land or conversion of forest land to non -forest use? No Impact. See <br />Response to section "I Lc)" above. <br />e) Involve other changes in the existing environment, which due to their location or nature, could <br />individually or cumulatively result in the loss of Farmland, to non-agricultural use? No Impact. <br />The project would not result in the loss of any farmland, either individually or cumulatively, and have no <br />impact to farmland. <br />III. AIR QUALITY: Would the project: <br />a) Conflict with or obstruct implementation of the applicable air quality plan? Less Than <br />Significant Impact. An air quality and greenhouse gas report3 was prepared for the project. A copy of <br />the air quality and greenhouse gas report is attached in Appendix A. <br />The South Coast Air Quality Management District (SCAQMD) is the agency principally responsible for <br />comprehensive air pollution control in the South Coast Air Basin (SCAB). The city of Santa Ana is <br />located in the SCAB. As a regional agency, SCAQMD works directly with the Southern California <br />Association of Governments (SCAG), county transportation commissions, and local governments and <br />cooperates actively with all federal and state agencies regarding air emissions. <br />South Coast Air Quality Management District <br />The SCAQMD develops rules and regulations, establishes permitting requirements for stationary <br />sources, inspects emission sources, and enforces such measures through educational programs or <br />fines and is directly responsible to reduce emissions from stationary, mobile, and indirect sources.
