On -site grading and site <br />preparation PM-10 and PM-2.5 <br />emissions show mitigated values for fugitive dust for compliance with SCAQMD Rule 403. <br />(3) Off -site emissions from equipment operated on public roads. <br />(4) Construction, painting and paving phases may overlap. <br />Construction Related Local Impacts <br />Construction -related air emissions have the potential to exceed both State and Federal air quality <br />standards in the project vicinity, even though the pollutant emissions may not be significant and have a <br />regional impact to the South Coast Air Basin. The project is analyzed for potential local air quality <br />impacts associated with construction -related fugitive dust and diesel emissions, toxic air contaminants <br />and construction -related odor impacts. <br />Local Air Quality Impacts from Construction <br />The SCAQMD published a "Fact Sheet for Applying CaIEEMod to Localized Significance Thresholds"' <br />(LST). CalEEMod calculates construction emissions based on the number of equipment hours and the <br />maximum daily disturbance activity possible for each piece of equipment.
