d) Result in other emissions (such as those leading to odors) adversely affecting a substantial <br />number of people? Less Than Significant Impact. Potential sources for odors during project <br />construction include the application of materials such as asphalt pavement and diesel exhaust <br />emissions from the operation of diesel powered construction equipment. The objectionable odors that <br />would be generated during the construction process would be short-term and any odor emissions would <br />cease upon the drying or hardening of the odor producing materials (asphalt pavement) or ceasing <br />operation of the diesel construction equipment. Diesel exhaust and VOCs would be emitted during <br />construction of the project, which are objectionable to some. However, emissions would disperse <br />rapidly from the project site and therefore would not reach an objectionable level at the nearest <br />sensitive receptors. Due to the short-term nature and limited amounts of odor producing materials <br />being utilized, no significant odor impacts are anticipated during project construction. <br />The proposed residential project, like other similar residential projects in Santa Ana, would not generate <br />any emissions or odors that are not typically associated with residential development and impact area <br />residents or sensitive receptors adjacent to and in close proximity to the project. The project would not <br />have any significant odor impacts. <br />IV. BIOLOGICAL RESOURCES: Would the project: <br />a) Have substantial adverse effects, either directly or through habitat modifications, on any <br />species identified as a candidate, sensitive, or special status species in local or regional plans, <br />policies or regulations or by the California Department of Fish and Wildlife or the U.S. Fish and <br />Wildlife Service? No Impact. The site is developed with a church, church parking lot and landscaping. <br />There is minimal vegetation on the site and the vegetation that is present on the site consists of <br />introduced urban landscape materials. There are no wildlife species on the site and none of the <br />existing introduced urban landscaping plants are candidates for a sensitive or special status species. <br />The project would not impact wildlife or wildlife habitat. <br />b) Have substantial adverse impact on any riparian habitat or other natural community identified in <br />local or regional plans, policies, and regulations or by the California Department of Fish and <br />Wildlife or the U.S. Fish and Wildlife Service? No Impact. Because the site is developed there is no <br />riparian habitat or other natural communities on the site. The project would not impact riparian or other <br />natural communities. <br />c) Have a substantial adverse effect on state or federally protected wetlands (including, but not <br />limited to, marsh, vemal pool, coastal, etc.) through direct removal, filing, hydrological <br />interruption, or othermeans? No Impact. Please see section "IV.b)" above. <br />d) Interfere substantially with the movement of any native resident or migratory fish or wildlife <br />species or with established native resident or migratory wildlife corridors, or impede the use of <br />native wildlife nursery sites? No Impact. The project site as well as the properties surrounding the <br />site are developed with urban uses, including an elementary school and multi -family residential <br />development. Because the site is developed it does not serve as a migratory wildlife corridor or a <br />wildlife nursery. The project would not impact or impede any wildlife corridors or migratory wildlife <br />species. <br />e) Conflict with any local policies or ordinances protecting biological resources, such as tree <br />preservation policy or ordinance? No Impact. There are introduced non-native trees on the site that <br />are part of the landscaping that is present throughout the property.
