City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />Mitigation Measures <br />The mitigation measures from the 1983 EIR are listed below. Explanations are provided <br />as to the status and applicability of each. Where clarifications are required, �+raxt <br />is used to show deleted wording and underline text is used to show wording that has <br />been added. <br />MM 5.9-1 Development plans submitted to the Agency for approval pursuant to the <br />Participation Agreement should be accompanied by a shade/shadow <br />analysis in order to determine the best building locations and heights for <br />the structures which could result in the least shade/shadow impact, if any, <br />to the surrounding land uses. [Status: Not applicable to this Project] <br />MM 5.9-2 Non -reflective or low -reflective exterior building materials and colors <br />ono should be used, unless the buildings are oriented so that their <br />surfaces are directed away from other structures, roadways and <br />residential areas in the Project area. [Status: Continuing applicability to <br />this Project] <br />MM 5.9-3 All on -site lighting should be directed downward and shielded from <br />surrounding land uses. Low -intensity lighting in the parking areas shQ"d <br />shall be utilized and flood lighting should be discouraged. [Status: <br />Continuing applicability to this Project] <br />As discussed above, 1983 Mitigation Measure 5.9-1 is not applicable to the proposed <br />Project, because the potential for shade and shadow impacts described in the 1983 EIR <br />is no longer present. As discussed above, Mitigation Measure 5.9-1 was required <br />because, at the time, there were no height limits to buildings on the Project site. <br />However, the Project Specific Plan does include height limits, and these height limits <br />ensure that no shade or shadow impacts on adjacent residential areas would occur. <br />Also as discussed above, 1983 Mitigation Measure 5.9-2 requires that non -reflective <br />building exteriors be used. However, to provide additional clarification and certainty, <br />minor clarification revisions have been added to this measure, which improve its <br />effectiveness. This measure continues to apply to the proposed Project. <br />Also, as discussed above, 1983 Mitigation Measure 5.9-3 addresses the potential for <br />impacts from sources of light and continues to apply to the proposed Project. <br />133 <br />
