City of Santa Ana Addendum to the <br />MainPlace Mall Transformation Proiect Fashion Square Commercial Center Final EIR <br />However, the 1983 EIR Mitigation Measure 5.13-1 requires the onsite uses to provide <br />private security to offset the needs of the Police Department and have a deterrent on <br />crime. With inclusion of Mitigation Measure 5.13-1, fewer police officers would be <br />required. In addition, as described in the 1983 EIR, providing adequate police personnel <br />is part of the City's budgetary process and the increase in tax revenue from the Project <br />would assist in provision of the additional needs. Furthermore, the addition of 4 officers <br />on patrol would not require the construction or expansion of the City's existing policing <br />facilities, and impacts associated with the provision of new or expanded facilities would <br />not occur. Thus, consistent with the findings of the 1983 EIR and 1996 Addendum, <br />impacts related to police protection would be less than significant with implementation of <br />mitigation. No new impact would occur. <br />Fire Protection <br />Fire protection and emergency medical services in the City of Santa Ana are provided <br />by the Orange County Fire Authority (OCFA) through a contract for services. The OCFA <br />provides fire suppression, emergency medical, rescue, fire prevention, hazardous <br />materials coordination, and wildland management services. Within the City of Santa <br />Ana, OCFA provides services from 10 city -owned fire stations. As shown on Table PSU- <br />5, there are currently 4 city -owned fire stations within 3.5 miles of the Project site; the <br />closest are Stations 70 and 71 that are approximately 2 miles from the site. <br />Table PSU-5: Santa Ana Fire Stations Near the Project Site <br />Fire <br />Station <br />Location <br />Distance from <br />Site <br />Station 70 <br />2301 N. Walnut Street <br />3.5 miles <br />As anticipated in the 1983 EIR, implementation of the proposed Project would result in <br />the typical range of service calls to OCFA that are largely related to medical <br />emergencies. Because there are 4 existing fire stations within 3.5 miles of the Project <br />site, the Project would not result in the requirement to construct a new fire station. <br />Additionally, fire protection equipment and staffing can be augmented by the City as <br />needed with assistance from revenue provided by the Project and the fire facilities fee <br />required per Chapter 8-46 of the Municipal Code that requires a fire facilities fee be paid <br />prior to the issuance of building permit for construction of buildings exceeding 2 stories <br />in height (excluding parking structures) to expand fire protection and emergency <br />medical staffing and equipment provided from existing stations and better accommodate <br />multiple service calls. <br />Additionally, the proposed Project would remove some of the existing buildings, which <br />were constructed pursuant to previous fire code standards, and develop new building <br />structures pursuant to the most recent California building and fire codes. California's <br />building/fire codes are published in their entirety every 3 years and were most recently <br />151 <br />
