The proposed drainage <br />system and pattern largely matches the existing system and pattern. The City, <br />in its Master Plan of Drainage, analyzed potential drainage system deficiencies <br />throughout the City of Santa Ana. No deficiencies were listed near the Project <br />site. Since the proposed development does not increase the overall runoff rates <br />substantially, less than 5%, the site should not contribute to on -site or off -site <br />flooding. <br />Threshold (e) Would the project create or contribute runoff water which would exceed the <br />capacity of existing or planned storm water drainage systems or provide <br />substantial additional sources of polluted runoff? (CEQA Environmental <br />Checklist: Hydrology and Water Quality) <br />The proposed drainage system and pattern largely matches the existing system <br />and pattern. The City, in its Master Plan of Drainage, analyzed potential <br />drainage system deficiencies throughout the City of Santa Ana. No deficiencies <br />were listed near the Project site. Since the proposed development does not <br />increase the overall runoff rates substantially, less than 5%, the site should not <br />contribute to exceeding existing storm water drainage systems. <br />A programmatic Water Quality Management Plan (WQMP) has also been <br />prepared for the Project. It outlines the Best Management Practices (BMPs) <br />that will limit stormwater runoff pollution to the maximum extent practicable <br />per the Orange County Technical Guidance Manual. Low Impact Development <br />(LID) BMPs will be utilized on -site, including stormwater infiltration where <br />feasible and biofiltration where infiltration is infeasible. Since the existing <br />developed site does not include and stormwater BMPs currently, the Project will <br />improve stormwater through its use of BMPs. <br />Threshold (g) Would the project place housing within a 100-year flood hazard area as mapped <br />on a federal Flood Hazard Boundary or Flood Insurance Rate Map or other flood <br />hazard delineation map?
