N-2019-104 <br />INSURANCE NOT REQUIRED <br />WORK MAY PROCEED <br />L4RAy'ril9kers <br />COUNCIL <br />n�r <br />y„c„ ,,Avr4aN'r 1'' <br />GUIDING POSITIVE AND LASTING CHANGE <br />OPERATIONAL AGREEMENT <br />This Operational Agreement shall stand as evidence that Waymakers Gang Victim Services and the Santa <br />Ana Police Department intend to work together toward the mutual goal of providing maximum available <br />assistance for victims of gang and hate related crime and their families residing in the City of Santa Ana. Both <br />agencies believe that implementation of the program proposal, as described herein will further this goal. To this <br />end, each agency agrees to participate in the program by coordinating/providing the following services: <br />Waymakers Gang Victim Services staff will closely coordinate the following service with Santa Ana Police <br />Department as follows: <br />Victim assistance staff being readily available to law enforcement for service provision; available to <br />accept referrals and coordinate case management with department staff. <br />Meetings will be scheduled when necessary to discuss the continuation of mandated services, program <br />response and department procedures and policies. Specifically: <br />• Immediate crisis intervention contact will be made with victims of gang and hate crime related <br />Violence and their families by program staff at the request of an investigating officer in the <br />designated area <br />• Program staff will maintain contact with the investigating officer on assigned cases to ensure that <br />the victim receives all services necessary to encourage continued cooperation in the investigation <br />subsequent prosecution. <br />• Program staff will be available to victims and/or law enforcement to assist in follow-up contacts <br />between law enforcement and the victim including but not limited to interviews with <br />investigators, identification line-ups, and transportation of victims and coordination of court <br />appearances. This service will be provided Monday through Friday from 8:00 am, until 5:00 <br />p.m. and 24 hours seven days a week in homicide cases. <br />• Staff will assist with notification of friends/relatives of the victim as to the occurrence of a crime <br />and the victim's condition when the department determines such notification is necessary and <br />appropriate. Beath notification resulting from a homicide or other violent criminal act will be <br />coordinated with the Orange County Coroner's Office and the Santa Ana Police Department <br />investigative staff, <br />Santa Ana Police Department will refer victims and/or their families immediately following the crime <br />incident.
