ADMINISTRATION AND IMPLEMENTATION 1 5 <br />approval (changes to planning area boundaries within the <br />Specific Plan boundaries are deemed minor as noted above and <br />would not require an amendment); <br />Any addition of new land uses not contemplated by the Specific <br />Plan's Development Regulations and deemed to require an <br />amendment after the Planning and Building Agency Executive <br />Director determination. <br />Changes to the phasing plan shall not require an amendment to the <br />Specific Plan. <br />4ppeals <br />An appeal of any determination, decision, or requirement of City staff <br />or Planning Commission shall be made in conformance to the appeal <br />procedures established by the Santa Ana Municipal Code, and as <br />shown on Table 5-2, Review Authority. <br />5.2 Implementation <br />2.1 Adoption <br />The MainPlace Specific Plan has been prepared, submitted, and <br />approved in a manner consistent with California Government Code <br />Section 65451(a), as well as Division 25 of the City's Zoning Code. The <br />Specific Plan shall be adopted by ordinance and shall serve as the <br />zoning for the MainPlace project area. The approved Specific Plan <br />project site will be designated on the City's Zoning Map as the <br />MainPlace Specific Plan. The land use and development standards <br />identified in this Specific Plan document supersede all zoning <br />regulations to the extent that they would be in conflict with the <br />sections of this Specific Plan. <br />Subsequent Approvals <br />This Specific Plan outlines the land use and design intent for the <br />transformation of the MainPlace Mall into a mixed -use district <br />center. Upon its approval, the MainPlace Specific Plan will comprise <br />the zoning for all property within its boundaries and will govern the <br />build -out of the phased project over a multi -year period. <br />Figure 5-1, Permit Process, and Table 5-1, Review Authority, outline <br />the procedures for the processing of implementing projects within <br />the Specific Plan area. <br />N. ueveloprnenL rroject Review <br />Individual development projects within the Specific Plan area (not <br />including internal modifications within the existing mall) shall be <br />subject to the City's Development Project Review (DPR) process prior <br />to issuance of building permits. The purpose of DPR is to review <br />individual projects for consistency with the requirements and <br />standards set forth in the Specific Plan and other applicable <br />regulations. Accordingly, the DPR is an administrative (ministerial) <br />process, and shall not require additional Sunshine Ordinance <br />meetings, or Planning Commission or City Council approvals, unless <br />combined with an application for a discretionary approval that <br />requires a public hearing by the Planning Commission or City Council. <br />In order to track implementation of the project, as applications for <br />DPR are submitted, a tracking mechanism will be employed, using a <br />form provided in Appendix B of this Specific Plan. <br />B. Htroroame housing <br />Individual residential projects will be required to comply with the <br />Housing Opportunity Ordinance (HOO). As implementing projects in <br />the Specific Plan area are submitted to the City for review, they will <br />comply with the City's HOO as applicable. <br />MAINPLACE SPECIFIC PLAN 1 5-4 <br />
