ADMINISTRATION AND IMPLEMENTATION 1 5 I'-r <br />5.4 Fiscal Impacts <br />A Fiscal Impact Analysis was prepared by Kosmont, dated December <br />2018 to analyze the fiscal impact from development of the Specific <br />Plan on the City of Santa Ana's General Fund. <br />The purpose of the fiscal analysis is to estimate the net fiscal impacts <br />of the project's proposed development and construction on the City <br />General Fund. The fiscal impacts identified in the Kosmont Report <br />include recurring municipal revenues and costs to the City General <br />Fund that result from the land use scenario presented by the <br />MainPlace Specific Plan. City General Fund revenues are generated <br />from a variety of revenue sources, including property taxes, sales <br />taxes, fees, and fines. Costs to the City General Fund are associated <br />with a variety of services, such as public safety, community <br />development, recreation and arts, and general government services. <br />The Fiscal Impact Report indicates a net fiscal benefit to the City's <br />general fund. <br />MAINPLACE SPECIFIC PLAN 1 5-12 <br />
