TTT <br />Goals and Objectives <br />The goals for the MainPlace redevelopment as described in this <br />Specific Plan is to provide: <br />a plan that allows for the revitalization of MainPlace mall, <br />adapting to changing market conditions and providing <br />economic benefits to the City; <br />a long-term development plan that encourages and facilitates <br />new uses of high quality and design; <br />an urban village that serves as a regional anchor to the area <br />and draws upon the vibrancy of established neighborhoods, <br />businesses, and community amenities nearby, including Park <br />Santiago, CHOC, St. Joseph Hospital of Orange, Santiago Park <br />and Creek, Main Street, the Discovery Science Center, and <br />more; <br />integration of the project into an established urban fabric with <br />established neighborhoods in the immediate vicinity; <br />a mixture of uses that reduces vehicle miles traveled through <br />internal capture of trips and carries out the intent of the City's <br />Climate Action Plan; <br />a plan that facilitates private investment in the development; <br />flexibility in development while achieving community goals; <br />a development that is consistent with the District Center <br />designation of the General Plan and which implements the <br />spirit, intent, and policies of the General Plan; <br />creation of employment opportunities; <br />a mixture of high -quality housing and ground level commercial <br />uses along Main Street; <br />a circulation system responsive to the needs of vehicular, <br />bicycle, and pedestrian travel; <br />INTRODUCTION 1 1 <br />landscaping appropriate to the level of development and <br />sensitive to surrounding uses; <br />architecture which responds to and enhances the property <br />with timeless architectural style; <br />a visually harmonious development as viewed both internally <br />and externally; <br />a project that has an architectural language promoting the <br />varied uses while working with the contextual and regional <br />vernacular of Southern California; <br />provision of adequate parking including a shared parking <br />program. <br />MAINPLACE SPECIFIC PLAN 1 1-9 <br />
