TTT <br />Land Use Plan <br />As shown in Figure 2-6, Land Use Plan, the Specific Plan envisions <br />turning a traditional enclosed shopping mall surrounded by parking <br />into a new and revitalized mixed -use center, with two primary land <br />use districts: Commercial Core and Urban Village. It encourages <br />development by a master developer to remove obstacles to the <br />development of a cohesive district with high levels of urban design. <br />In support of a mixed -use urban village, this Specific Plan will help <br />create a high -quality development through careful design of the <br />public areas and programming for potential entertainment, <br />educational, and community uses. It will include a mix of: <br />■ retail <br />■ dining <br />■ entertainment <br />■ employment <br />■ housing <br />■ open space <br />■ community uses <br />It will also include the provision for special amenities and <br />entertainment venues. <br />Table 2-1, Land Use Summary provides the primary land use program <br />envisioned for the Specific Plan. <br />Minor modifications to land uses are permitted as described in <br />Chapter 5, Administration and Implementation. The allocation of <br />space for each use may vary between parcels based on more precise <br />planning as uses are identified, provided the intensity for each use is <br />not exceeded, although a mechanism is provided to allow conversion <br />from one land use type to another. Each parcel <br />may develop as a singular anticipated use or as a combination of uses <br />identified below in a horizontal or vertical mixed -use development. <br />Further definition of each parcel will occur as individual <br />developments are implemented through the Development Plan <br />process and based on market demand. Anticipated uses in the table <br />below are not intended to represent the only allowed uses.
