REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JULY 2, 2019 <br />TITLE: <br />AWARD A PURCHASE ORDER IN THE <br />AMOUNT OF $86,400 TO UNITED <br />INTERIORS FOR OFFICE WORKSTATION <br />FURNITURE AND INSTALLATION <br />(SPECIFICATION NO. 19-044) <br />(STRATEGIC PLAN NO. 7,5) <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />4_4, FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Authorize a one-time purchase and payment of purchase order to United Interiors for office <br />workstation furniture and installation services in the amount of $66,400, plus a contingency of <br />$20,000, for a total amount not to exceed $86,400 in the Water Meter Services fund, subject to <br />non -substantive changes approved by the City Manager and City Attorney. <br />The Public Works Agency Water Resources has begun implementation of a reorganization plan. <br />As of FY 2018-19, the Water Quality Section hired three full-time staff to focus on compliance with <br />regulations and monitoring schedules established by the California Department of Public Health. <br />Additionally, staff has been allocated to concentrate on lead sampling in public K-12 schools in the <br />City's service area, expand the cross -connection program, and promote water use efficiency <br />through community outreach. <br />As a result of the reorganization and new staff, the Water Resources Division has a need to provide <br />adequate office and workspace areas. The plans include reconfiguring the existing City Yard Public <br />Works Meter Shop (Room #140), which involves redesigning approximately 1,725 square feet to <br />accommodate 8 new cubicle workstations, meeting space, a meter testing area, and storage space. <br />The proposed furniture is consistent in the manufacturer, style, and configuration of existing City <br />Yard workspaces. <br />Santa Ana Ordinance No. NS-2312 authorizes the City to purchase against contracts from any <br />public agency utilizing a competitive bid process. United Interiors is an authorized Kimball Office <br />Furniture Dealer offering the National Intergovernmental Purchasing Alliance (National IPA) <br />cooperative contract for workstation furniture. The National IPA contract was awarded as a result <br />of open, competitive bidding, and meets the City's requirements. <br />22A-1 <br />
