Award $474,770 <br />July 2, 2019 <br />Page 2 <br />of WIOA Formula Youth Funds For FY 2019-2020 <br />WORKFORCE DEVELOPMENT BOARD ACTION <br />At its regular meeting on May 16, 2019, by a vote of 13:0 (Alegre, Baetz, Korthuis, Smith absent), <br />the Workforce Development Board approved the recommended action. <br />DISCUSSION <br />Under the authority of the Workforce Innovation & Opportunity Act (WIOA), the Santa Ana <br />Workforce Development Board (WDB) and its Youth Council are required to procure and fund <br />Youth Service Providers to provide WIOA services to local eligible at -risk youth between the ages <br />of 16 to 24 years old. <br />The Santa Ana WDB authorized the release of a Request for Proposal (RFP) in November 2018 <br />seeking organizations to provide WIOA youth services and to establish a list for a four year <br />procurement cycle from July 1, 2019 to June 30, 2023. Eight organizations submitted proposals <br />totaling more than $1.3 million. <br />The proposals were reviewed, discussed, and ranked by the RFP Review Committee which was <br />comprised of three Youth Council members. The Youth Council recommended establishing a <br />ranking order to fund Youth Providers as funding becomes available. <br />On April 24, 2019, the state released Information Notice WSIN 18-32 with tentative WIOA Formula <br />Allocations for Program Year 2019-20 for the purpose of planning and budgeting as the state has <br />not yet received its federal Notice of Award. Santa Ana's youth allocation for PY 2019-20 is <br />$785,103 and is a 9% reduction from PY 2018-19.
