REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JULY 2, 2019 <br />TITLE: <br />APPROVE AN AGREEMENT WITH <br />ECONOLITE SYSTEMS, INC., FOR TRAFFIC <br />SIGNAL SYSTEM MAINTENANCE, FOR A <br />THREE-YEAR PERIOD, IN AN AMOUNT NOT <br />TO EXCEED $676,000 ANNUALLY <br />(STRATEGIC PLAN NOS. 6, 1C) <br />CITY MANA ER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 181 Reading <br />❑ Ordinance on 2n0 Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Econolite <br />Systems, Inc., to provide traffic signal system maintenance services, for a three-year period <br />beginning July 2, 2019, and expiring July 1, 2022, with provision for two one-year extensions <br />exercisable by the City Manager and City Attorney, in an amount not to exceed $675,000 <br />annually, to be paid with Special Gas Tax funds, subject to non -substantive changes approved by <br />the City Manager and City Attorney. <br />The City's traffic signal system network consists of 303 traffic signals, 100 Closed Circuit <br />Television (CCTV) cameras, 16 Crosswalk Flashing Beacons, and 9 Speed Feedback signs. To <br />effectively and safely operate and maintain the traffic signal system and associated infrastructure, <br />the City relies on a specialty maintenance contractor to provide the necessary personnel, <br />equipment, and resources. Maintenance consists of two components: Routine Maintenance and <br />Extraordinary/Emergency Services. <br />Routine Maintenance is preventive and is performed on a scheduled basis. It consists of <br />inspection and service once per month of each traffic signal and corresponding computerized <br />controller housed in an equipment cabinet. However, certain system components, such as <br />cameras and speed feedback signs, receive a quarterly (once every 3 months) checkup for <br />safety, operation, and cleanliness. <br />On the other hand, Extraordinary/Emergency Services <br />response to unforeseen circumstances such as damage <br />system components. Work details depend on the nature <br />equipment is defective or obsolete. Most emergencies <br />automobile accidents. <br />are performed on an on -call basis, in <br />caused by accidents or failure of major <br />of the repair and whether some or all <br />are related to damage stemming from <br />25D-1 <br />
