2015 URBAN WATER MANAGEMENT PLAN <br />DWR recommends retail suppliers rely on the housing elements of city or county general plans to quantify <br />planned lower income housing with the City's service area (DWR, 2015 UWMP Guidebook, February <br />2016). The Regional Housing Needs Assessment (RHNA) assists jurisdictions in updating general plan's <br />housing elements section. The RHNA identifies housing needs and assesses households by income level <br />for the City through 2010 decennial Census and 2005-2009 American Community Survey data. The fifth <br />cycle of the RHNA covers the planning period of October 2013 to October 2021. The Southern California <br />Association of Governments (SCAG) adopted the RHNA Allocation Plan for this cycle on October 4, 2012 <br />requiring housing elements updates by October 15, 2013. The California Department of Housing and <br />Community Development reviewed the housing elements data submitted by jurisdictions in the SCAG <br />region and concluded the data meets statutory requirements for the assessment of current housing <br />needs. <br />The housing elements from the RHNA includes low income housing broken down into three categories: <br />extremely low (less than 30 percent MHI), very low (31 percent - 50 percent MHI), and lower income (51 <br />percent - 80 percent MHI). The report gives the household distribution for all households of various <br />income levels in the City which can be seen in Table 2-7. The <br />projected water demands shown here represent 54.18 percent of the projected water demand for the <br />single-family and multifamily categories provided in Table 2-4 above.
