REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JULY 2, 2019 <br />TITLE; <br />ADOPT A RESOLUTION AND APPROVE <br />AGREEMENT ACCEPTING FY18 HOMELAND <br />SECURITY GRANT PROGRAM FUNDS IN THE <br />AMOUNT OF $1,819,025 <br />(STRATEGIC PLAN NO.1,2&6) <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2n' Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />S4, FILE NUMBER <br />r <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Adopt a resolution authorizing the City Manager and the Chief of Police, or their <br />designee(s), to enter into an agreement with the City of Anaheim for the FY2018 Urban <br />Areas Security Initiative (UASI) Funding Program. <br />Authorize the City Manager and the Chief of Police to enter into the attached Sub -Recipient <br />agreement with the City of Anaheim for reimbursement of funds expended for the purchase of <br />equipment, services, personnel, training and exercises authorized under the FY 2018 Urban Areas <br />Security Initiative in an amount not to exceed $1,819,025. <br />DISCUSSION <br />The United States Department of Homeland Security developed the Urban Areas Security <br />Initiative (UASI) funding program to address the unique planning, equipment, training, and <br />exercise needs of high -threat, high -density Urban Areas and provides funds to local emergency <br />first responders that assist in building an enhanced and sustainable capacity to prevent, protect, <br />respond to, mitigate and recover from acts of terrorism. The grant specifically provides funding <br />for anti -terrorism equipment, planning, training, exercises and technical assistance. <br />In Fiscal Year (FY) 2006 the United States Department of Homeland Security combined the <br />Anaheim UASI and the Santa Ana UASI into a single Urban Area. The City of Santa Ana now <br />shares grant administrative responsibilities with the City of Anaheim, annually alternating the <br />function of lead administrative agency. The City of Anaheim is the lead agency for FY 2018 funding <br />and is therefore the UASI Sub -Grantee, with the City of Santa Ana designated as a sub -recipient <br />through Anaheim. The City of Santa Ana Police Department has worked with the City of Anaheim, <br />the County of Orange, and cities within the Anaheim/Santa Ana Urban Area to determine current <br />capabilities and needs and have established goals and objectives for the Anaheim/Santa Ana <br />Urban Area. The City of Santa Ana will continue to work in collaboration with the City of Anaheim <br />to implement complimentary strategies for responding to acts of terrorism through the term of the <br />agreement. <br />55C-1 <br />
