As part of the Homeland Security Grant Program (HSGP) Investment Justification and <br />Grant Application process, project applications submitted by the City of Santa Ana were <br />reviewed and evaluated based on federal program priorities, regional benefit, and degree <br />of applicability to the overarching Anaheim/Santa Ana Urban Area goals and objectives. <br />Throughout the grant cycle, the ASAUA Grant Office will use projected milestones and <br />performance measures to assess project status and overall grant compliance. All activities <br />funded with this award must be completed within the Sub -Recipient performance period. <br />It is critical that all City of Santa Ana employees that are Involved in the FY18 UASI Grant <br />Program become familiar with the Transfer Agreement between the City of Anaheim and <br />the City of Santa Ana regarding the FY18 UASI Grant Program as well as the FY18 <br />Homeland Security Grant Notice of Funding Opportunity, the FY18 Homeland Security <br />Grant Program California Supplemental Guidance, and the FY18 Anaheim/Santa Ana UASI <br />(ASAUA) Sub -Recipient Grant Guide. It imperative that the Anaheim UASI Office is <br />contacted before any projects are procured to ensure that Environmental Historic <br />Preservations (EHP), Aviation/Watercraft, and Establish/Enhance Emergency Operations <br />Center requirements have been met, as well as financial regulations pertaining to sole <br />source. We will seek any applicable requests and approvals on your behalf to the <br />California Governor's Office of Emergency Services (CaIOES). Sub -Recipients are also <br />required to obtain a performance bond priorto the purchase of any equipment item over <br />$250,000. Performance bonds must be forwarded to the ASAUA Grant Office for <br />submission to CalOES no laterthan time of reimbursement. <br />Reimbursement for overtime and backfiill for training is no longer being offered by the <br />ASAUA due to an overall reduced award received in recent years. However, the grant will <br />continue to provide reimbursement for personnel who assist with the instruction and <br />delivery of the approved UASI courses. The funding allocation below is being provided as <br />an estimated value of training instructor participation based on the number of first <br />responders in your agency that have been approved to teach. It is being provided for your <br />City's respective internal budgetary needs only and does not reflect a direct allocation as <br />in the past. Additional funds may be awarded at a later time depending on your agency's <br />participation and available dollars. <br />Regional Training Program — Instructor Participation <br />Police Department: $96,500 <br />As outlined in the FY18 ASAUA Sub -Recipient Grant Guidance, progress reports are to be <br />submitted to the UASI Grant Office on a quarterly basis. The Quarterly Project Status <br />Report will allow the grant office to work closely with your City and its designated UASI <br />representatives, ensuring your project is completely successful. Sub -Recipients are <br />encouraged to seek reimbursement through the grant cycle, as funds are expended. Final <br />Training Reimbursement Requests are due no later than December 31, 2020. Final <br />reimbursement requests for all other approved project costs are due no later than March <br />31, 2021. <br />55C-52 <br />
