REQUEST FOR COUNCIL/ - <br />HOUSING AUTHORITY <br />ACTION <br />CITY COUNCIL MEETING DATE: <br />JULY 2, 2019 <br />TITLE: <br />AUTHORIZE ISSUANCE OF FISCAL YEAR 19- <br />20 REQUEST FOR PROPOSALS FOR <br />AFFORDABLE HOUSING DEVELOPMENT <br />{STRATEGIC PLAN NO. 5, 31 <br />1134=1N:(•T&91611111LT[64I1 V1*4r@1WJq <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2n1 Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />�— FILE NUMBER <br />ITY MANAGER EXECUTIVE DIRECTOR <br />RECOMMENDED ACTION <br />Authorize the City Manager to release a Fiscal Year 19-20 (FY 19-20) Request for Proposals seeking <br />proposals to develop affordable rental and ownership project(s) in the City of Santa Ana with funding <br />from the Inclusionary Housing Fund, HOME Investment .Partnerships Program, Community <br />Development Block Grant Program, and Rental Rehabilitation Program. <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION <br />At its regular meeting on May 22, 2019, the Community Redevelopment and Housing Commission <br />(CRHC) recommended approval of the action above by a vote of 4:0 (Aguinaga, Frazier, Tardiff, <br />Vasquez and Garcia absent). <br />DISCUSSION <br />Under Section III of the Affordable Housing Funds Policies and Procedures adopted by City Council <br />on March 20, 2018, the Community Development Agency, upon City Council approval, will issue a <br />Request for Proposals (RFP), for available funds. The RFP will be open (an "Open RFP Process") <br />and provide sufficient time for applicants to identify an eligible site and complete and submit a <br />proposal. Responses to this RFP will be accepted and evaluated on an on -going basis during Fiscal <br />Year (FY) 2019 — 2020 with three deadlines for submission of a proposal on October 15, 2019, <br />January 15, 2020, and April 15, 2020. <br />As such, staff is requesting authorization to release the Fiscal Year 2019 — 2020 RFP for affordable <br />housing to be developed in Santa Ana (Exhibit 1). <br />The available funds for this RFP are equal to the total amount. of funds available in the Inclusionary <br />Housing Fund, HOME Investment Partnerships Program, Community Development Block Grant <br />Program, and Rental Rehabilitation Program, and/or any other funds received by the City of Santa <br />Pena for affordable housing purposes as published on a quarterly basis as an exhibit in the Housing <br />80A-1 <br />
