Site Condition / Environmental Conditions: Property is irregular in shape, is below <br />the minimum lot size for a residential lot, and will most likely require the approval of <br />several variances from the zoning code in order to facilitate a residential unit. <br />The Housing Authority currently owns the land asset, and intends to retain ownership of the site and enter <br />into a long-term ground lease for up to 99 years, as legally applicable, with the selected developer. <br />Respondents should assume that the Housing Authority owned parcel will be conveyed through a ground <br />lease, in an as -is condition. As it will be stipulated in the ground lease, the value of the land and the site <br />preparation costs will be provided to the project as a land subsidy in the form of a promissory note. <br />11. SCOPE OF WORK <br />The Scope of Work will include any and all work efforts related to the development of affordable housing <br />per EXHIBIT A - SCOPE OF WORK. <br />Available funds can be used for a variety of housing types and preferences. The Developer shall be responsive and maintain excellent working relationships with <br />city residents, businesses, government officials and City staff. The Developer shall provide adequate <br />staffing levels at all times and adhere to established schedules. The Developer shall be knowledgeable <br />of and comply with federal, state and local laws, including the Santa Ana Municipal Code, as it applies to <br />their proposal. <br />GENERAL INFORMATION <br />A. Following the RFP Process and conditional on meeting other requirements and conditions, a pre -loan <br />commitment letter may be drafted by the Housing Division, reviewed and approved by the Housing <br />Division Manager, the City Attorney's Office, and the Executive Director of Community Development, <br />before being recommended for approval by the City Council.
