EXHIBIT 1 <br />Organization (CHDO), the SOO must include documentation that the developer can be certified as a <br />CHDO for the City of Santa Ana. Developer needs to identify if any contractor(s) and/or subcontractor(s) <br />are a subsidiary to any member of the development team. <br />• Developer Experience. A narrative describing recent affordable residential development and <br />management experience, with an emphasis on experience gained in the last five years on projects similar <br />to the one being proposed. <br />i) Include project name and type (special needs, senior, large family, etc.), project address, developer <br />team members, unit count and bedroom type, affordability requirements, and funding sources in your <br />description. <br />ii) Include a description of your experience doing community outreach and capacity including resources, <br />staffing, and available funding. <br />• Financial Capacity. Description of the developer's financial strength and ability to obtain project <br />financing, and to provide sufficient equity for the successful completion of the proposed project. <br />i) Include a description of current relationships with major lending institutions. <br />ii) Any developer that is selected for recommendation to City Council, or if a partnership, the team <br />members who will retain an ownership interest in the project, will be required to submit complete <br />financial statements for the last three years. Because of the possibility of public records requests, <br />the City cannot guarantee that these statements will remain confidential. <br />• References. Include a list of at least three references from public agency partners and professional <br />lenders/investors with full names, contact information, and identification of the project(s) worked on. <br />SOQs must be limited to a maximum of 25 pages, excluding front and back covers, section dividers, and <br />exhibits. <br />2) Project Description. Detailed and concise narrative describing the proposed project, including at a <br />minimum and as appropriate the development concept for the site or a description (with photographs) of <br />the building to be acquired or developed, proposed building square footage, number of units and bedrooms <br />per unit, total parking spaces, proposed ingress and egress, proposed affordability levels, any special <br />needs groups or target population to be served, amenities to be provided to the tenants, and resident <br />manager's unit. If there will not be a resident manager for a rental project, describe in detail how the <br />project will be managed. Please make sure to include the following: <br />• Narrative description of the project and conceptual site plans if available. <br />o Site size and location. <br />o Total gross building area (GBA), as well as a breakdown of: <br />• Residential GBA; <br />• Circulation/Common Area GBA; and <br />• Retail GBA. <br />• Residential unit mix: <br />o Number of units of each bedroom type by affordability level; <br />o Unit square footage by bedroom type; and <br />• Common area amenities to serve the residential development. <br />• List of anticipated retail tenants (if applicable). <br />• Parking: <br />o Total number of spaces proposed: <br />o Number of spaces dedicated to the residential uses; and <br />o Number of spaces dedicated to other uses. <br />City of Santa Ana Community Development Agency <br />Request for Proposals for Affordable Housing Development <br />80A=13 <br />
