Request for Proposals for Affordable Housing Development <br />July 2, 2019 <br />Page 4 <br />Agency's RFP Process Database. Developers and nonprofit organizations interested in being added <br />to the RFP Process Database can contact the City's Housing Division. <br />After each deadline, staff will conduct a minimum threshold review of each proposal to ensure the <br />proposal complies with all of the minimum requirements in the RFP. Following the minimum <br />threshold review, staff will form a Review Panel that consists of the Executive Director of the City's <br />Public Works Agency or his designee, the Executive Director of the Planning and Building Agency <br />or his designee, the Executive Director of the Community Development Agency, the Housing Division <br />Manager, the Housing Programs Analyst and one outside agency or government entity. Keyser <br />Marston Associates will also serve as an advisor to the Review Panel. <br />In compliance with the City's Affordable Housing Funds Policies and Procedures, the Review Panel <br />will use the proposal Scoring and Selection Criteria from the RFP to conduct their review and analysis <br />of each proposal. In addition to the Scoring and Selection Criteria from the RFP, the Review Panel <br />will also review the proposed project design for appropriateness for the proposed target group, <br />compatibility with surrounding uses, cost effectiveness of construction, and appropriateness of the <br />design and construction for low maintenance and long term sustainability. The Review Panel will <br />interview all of the developers who submitted a proposal. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #5 - Community Health, Livability, <br />Engagement and Sustainability, Objective #3 (facilitate diverse housing opportunities and support <br />efforts to preserve and improve the livability of Santa Ana neighborhoods). <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />Steven <br />Steven A.
