EXHIBIT 1 <br />NOTICE INVITING PROPOSALS <br />NOTICE IS HEREBY GIVEN that proposals will be received from qualified firms (Developers/Proposers) for <br />the development of affordable housing projects in the City of Santa Ana. Responses to this Request for <br />Proposals (RFP) will be accepted and evaluated on an on -going basis during Fiscal Year (FY) 2019 — 2020 <br />with three deadlines. Available affordable housing funds and land assets being made available in this <br />wuarreriv rteport approves pv Utv Gouncli for the most current information. Proposals shall not <br />exceed the total Available Funds as published on a quarterly basis in the Housing Division Quarterly Report. <br />The RFP Process will be open ("Open RFP Process") and provide sufficient time for applicants to identify an <br />eligible site and complete and submit a proposal in response to the RFP announcement. The RFP Process <br />will be open for at least one fiscal year with three (3) deadlines to submit a proposal scheduled throughout <br />the year. After each deadline for the Open RFP Process, staff shall review the Proposals to determine that <br />the minimum Program and RFP Process requirements are met (minimum threshold review). Proposals that <br />do not meet the minimum threshold review will be considered non -responsive. If the Proposal meets the <br />minimum threshold review, staff will form a Review Panel. The Review Panel for the RFP Process will <br />consist of at least one employee from the City of Santa Ana Public Works Agency, Planning and Building <br />Agency, and Community Development Agency, and one outside agency or government entity. <br />Using the scoring and selection criteria provided in the RFP, the Review Panel shall determine whether the <br />proposal is recommended for a pre -loan commitment, with or without conditions. Including the scoring and <br />selection criteria, the Review Panel shall review the design of the proposed project for appropriateness for <br />the proposed target group, compatibility with surrounding uses, cost effectiveness of construction, and <br />appropriateness of the design and construction for low maintenance and long term durability. Proposed <br />projects must receive a minimum threshold score of 75 points to move forward with the proposal review <br />process. If the Review Panel determines, in its discretion, that the proposal may be recommended for <br />approval, the Housing Division shall request an underwriting and subsidy layering review by a real estate <br />advisor selected by the City of Santa Ana and paid for by the proposer. The real estate advisor shall <br />confirm the underwriting for the project, the financial gap, and other programmatic requirements related to <br />the funding sources. If the Review Panel determines that the proposal will not be recommended for <br />approval or an award of funds, the proposer will be notified in writing of the decision. <br />It is the responsibility of the proposer to ensure that any proposals submitted shall have sufficient time to be <br />received by the City of Santa Ana prior to the proposal due date and time.
