5. Preliminary Proposed FY 19-20 Budget (Strategic Plan No. 4,1) (Kristine Ridge, <br />CMO/Kathryn Downs, FMSA) <br />Staff held five Budget Community meetings in compliance with the Sunshine <br />Ordinance. A total of 153 participants attended those meetings. At each meeting a <br />survey was taken from the community to better understand the needs of the community. <br />Council Committee members would like to see detail information taken from those <br />surveys. <br />Council Committee Members ensued in conversations how to increase revenue for the <br />City. <br />Council Committee Chair Solorio suggested to dedicate a future meeting on how to <br />generate revenue and proposals. <br />Community Development Executive Director Steven Mendoza explained that HEAP <br />money and S132 monies are used to fund the MOU to address homelessness. <br />City Manager Kristine Ridge explained to Council Committee Members that per their <br />request, they will be receiving a briefing on the MOU and status of the Yale site and <br />the efforts with the County. <br />Council Committee Vice -Chair Iglesias would like to know where the $18 million to <br />address homelessness is coming from. Staff will provide a breakdown for each <br />department. <br />Council Committee Chair Solorio expressed his concerns regarding security to address <br />homelessness. <br />Council Committee Vice -Chair Iglesias feels that the money allocating for Measure X <br />should be for new programs not to fulfilled something that the City should had done <br />with previous funds. <br />Kathryn Downs, FMSA Executive Director presented the proposed FY 19-20 General <br />Fund Budget. <br />Council Committee Vice -Chair Iglesias expressed her concerns regarding the 19-20 <br />Budget. For transparency purpose, she would like to see which projects are ongoing <br />and which have end dates. <br />Jack Ciulla, Chief Technology Innovations Officer of IT, explained that the IT <br />department is working to provide more electronic forms on the City's website. <br />Council Committee Member Penaloza would like to see city forms that will populate <br />data into the city's data base system without having to come in person. <br />May 13, 2019 1 Economic Development, Infrastructure, Budget & Technology Minutes <br />13A-13 <br />
