REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JULY 2, 2019 <br />TITLE: <br />AMEND THE FY 2019-20 CAPITAL <br />IMPROVEMENT PROGRAM FOR THE SARTC <br />SOUTH RESTROOM RENOVATION PROJECT <br />(PROJECT NO.20-7531) <br />(STRATEGIC PLAN NO. 6, 1G) <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1� Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Approve an amendment to the Fiscal Year 2019-20 Capital Improvement Program adding <br />$233,500 in Community Development Block Grant funds to the Santa Ana Regional Transportation <br />Center South Restroom Renovation Project. <br />DISCUSSION <br />On June 18, 2019, Council approved the Fiscal Year 2019-20 Community Development Block <br />Grant (CDBG) Program (Exhibit 1) which included an allocation of $2,150,323 for the Public Works <br />Agency. This included $233,500 for ADA improvements at the Santa Ana Regional Transportation <br />Center (SARTC). The SARTC South Restroom Renovation Project will upgrade the ground -level <br />restrooms to be fully compliant with current Federal and State regulations as they pertain to the <br />Americans with Disabilities Act of 1990 (ADA). This includes the Federal "2010 ADA Standards for <br />Accessible Design," as written by the U.S. Department of Justice, and the 2013 California Building <br />Code (Title 24, Part 2, of the California Code of Regulations). The proposed improvements include <br />new plumbing fixtures, partitions, accessories, lighting, automated doors, floor/wall/ceiling finishes, <br />signage, and drinking fountains. <br />Also at the June 18, 2019, City Council Meeting, the City Council approved the Fiscal Year 2019- <br />20 Capital Improvement Program (CIP). Approval of this recommended action will add the SARTC <br />South Restroom Renovation Project to the Fiscal Year 2019-20 CIP so that construction can begin <br />for this project as soon as possible (Exhibit 2). <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #6 - Community Facilities & <br />Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City <br />assets), Strategy G (develop and implement the City's Capital Improvement Program in <br />coordination with the Community Investment Plan - e.g., neighborhood streets, traffic <br />improvements, etc.). <br />L. 1 <br />
