6. Strategic Plan Update (Kristine Ridge, CMO) <br />City Manager Kristine Ridge provided overview goal of the strategic plan for each <br />department. The Sunshine Ordinance requires to hold a public workshop. She <br />recommends to do a retreat with City Council to plan the next Strategic Plan and just <br />update the current Strategic Plan to give enough time to plan the necessary activities <br />to do a thorough Strategic Planning. <br />Council Committee Member Penaloza inquired about the Housing Opportunity <br />Ordinance (HOO) fee. <br />City Manager Kristine Ridge will provide a table indicating what other Cities' HOO fee <br />is compared to that of Santa Ana. <br />Council Committee Vice -Chair Iglesias spoke. <br />Steven Mendoza, CDA Executive Director explained that staff is reviewing the HOO <br />based on previous input from City Council. It will be presented to the Committee and <br />then to City Council within couple of months. <br />7. Enhanced Infrastructure Financing District Update (Strategic Plan No. 3, 5) <br />(Steven Mendoza, CDA & Joe Dieguez, Kosmont Companies) <br />Steven Mendoza, provided an overview of Enhanced Infrastructure Financing Districts <br />study which was funded by SCAG. Kosmont has completed the study and presented <br />their findings. <br />Joe Dieguez, Senior Vice President of Kosmont Companies and Kimberly Clark from <br />SCAG presented the results of the study. <br />Council Committee Vice -Chair Iglesias would like to see the presentation at a different <br />type of setting to have enough time to take in all the information. <br />Steven Mendoza clarified the intent to bring Kosmont to obtain guidance from the <br />Committee to begin discussion with the County. <br />ITEMS MOVED TO NEXT COMMITTEE MEETING <br />• None <br />STAFF MEMBER COMMENTS: <br />• Kristine Ridge, City Manager — Recommended a presentation on the Opportunity Zone <br />should be done for this committee, a critical component of the Economic Development <br />Plan. <br />May 13, 2019 1 Economic Development, Infrastructure, Budget & Technology Minutes <br />13A-14 <br />
