Agreement Amendment with Ocean Blue Environmental Services, Inc. <br />July 16, 2019 <br />Page 2 <br />On September 18, 2018, the first agreement amendment was approved to expand the scope of <br />services and adjust the amount to be expended. Due to increased usage by the Police Department, <br />there is a need to further increase the annual expenditure amount of this agreement by $46,000 <br />for both the remaining FY 2019-20 term and the optional extension in FY 2020-21. The allocation <br />for the Public Works Agency will remain at $225,000 annually for spill response and storm drain <br />facility cleaning. The allocation for the Police Department will increase from $55,000 to $100,000 <br />for crime scene cleanup and jail cell decontamination services. This increase is primarily the result <br />of call out requests for jail cell decontamination. The Jail has experienced an increased number of <br />instances where biohazardous waste clean-up is required and Jail Management wants to ensure <br />that the clean-up is performed in a safe and responsible manner. <br />This agreement amendment also provides for $12,000 to pay for work performed from June 20, <br />2018, through June 19, 2019, as there was not enough spending authority in FY 2018-19 for the <br />Police Department to pay these invoices. These changes increase the FY 2019-20 Agreement <br />amount by $57,000 and the optional FY 2020-21 extension by $45,000. The total budget over the <br />lifetime of the Agreement is $1,222,000. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal # 6 — Community Facilities & <br />Infrastructure, Objective # 1 (establish and maintain a Community Investment Plan for all City <br />assets), Strategy C (invest resources and technology to extend the service life of existing <br />infrastructure to protect the City's investment and support a high quality of life standard). <br />FISCAL IMPACT <br />The current agreement approves annual expenditures of $280,000 — allocating $225,000 annually <br />for the Public Works Agency, and $55,000 annually for the Police Department. The requested <br />amendment will increase the Police Department annual allocation to $112,000 in FY 2019-20 and <br />$100,000 in FY 2020-21.
