Budget was $8.4m. <br />La Bonita Transmission Water Main—10,500 lineal feet of 24-Inch CML&C <br />steel pipe Including bore/Jack trenchless technology under a railroad <br />crossing, including traffic control and relocation of existing facilities. <br />Budget was $1.6m. <br />Citywide Water Main Replacement Program — project included multiple <br />locations within the City limits to upgrade 6-Inh through 12-Inch water <br />mains, which includes new water services, fire hydrants, and PRV stations. <br />Design Included various street redesign/construction locations. Budget was <br />$8m over two years. <br />- Portola Park Water Well — Design/build a third water well to a depth of <br />1,000 feet including a 150-hp electric motor and 2,500 lineal feet of 12- <br />inch PVC C-900 pipeline Into the La Bonita Pump Station with a 1,100 GPM <br />capacity, Including SCADA connections into City's system for fully <br />automatic operations. Budgeted cost was $1.8m <br />- La Bonita Water Well — Drilled the City's second water well, equipped with <br />vertical pump with 850-GPM capacity and 15D-hp electric motor, 1,200 <br />lineal feet of 8-inch PVC-C900 discharged Into La Bonita Pump Station's <br />blending reservoir, along with pumping facility to an existing storm drain <br />line, with Instrumentation to operate Including hydraulic controlled by cla- <br />vaive and connected to City's existing SALAD system. Budget cost was <br />$1.6m. <br />Water Resources Manager <br />1997 — 2009 City of Santa Ana ( CA <br />Thom provided skilled leadership developing and Implementing department <br />goals and objectives; preparing and managing annual budget; implementing <br />effective field maintenance/system operation activities; executing a safety <br />program and enhancing coordination between professional and field <br />personnel; and overseeing CIP for the City's infrastructure with <br />emergency/security preparation. Thom developed a sewer enterprise ($3.4 <br />million) for the City's sewer infrastructure operations improvements and <br />ensured compliance with sewer Waste Discharge requirements. He developed <br />and managed long-range planning for adequate water supplies including three <br />new water wells. He also developed a staff succession plan and additional <br />revenue sources ($300k/yr: ten yr. lease agreement) for the City. He provided <br />enhanced communications with City Council, City departments, water and <br />power agencies, legislators, civic leaders and community groups, and he served <br />as intergovernmental liaison with the Orange County Water District and the <br />Orange County Sanitation District. Thom also performed duties as a <br />Metropolitan Water District Board of Director for the City (1997-2005).
