PLC will also <br />recruit, train, and support care providers to increase child and dependent care options in Santa Ana, thus <br />expanding the workforce and allowing more residents to contribute to the City's economic development. PLC <br />will also recruit care providers by a variety of methods including: <br />- Referrals from community partners (e.g., SBDC, Women Helping Women, Family Resource Centers). PLC <br />has and continues to develop close partnerships with nonprofit organizations and government agencies who <br />work with clients who can benefit from PLC's assistance; - Referrals from prior PLC clients, who already formed <br />successful businesses with PLC's assistance; - Community Outreach. PLC holds regular small business workshop for <br />community members, as well as regular brief advice legal clinics, whereby clients are able to meet one-on-one with a <br />volunteer attorney to discuss legal issues relating to their business; and Word of mouth. PLC is the only pro bono <br />legal services provider in Orange County that provides free legal assistance specifically for caregivers. <br />Under the new Microenterprise Home Kitchen Law (and existing Cottage Food laws), more Santa Ana <br />residents will be able to start new small businesses in the area of food preparation and delivery. PLC will <br />develop resources, and legal advice where necessary, to enable food entrepreneurs to successfully launch and <br />run new small businesses. <br />PLC will hold regular caregiver workshops (such as "Legal Aspects of Starting an In -Home <br />Childcare Business in California") for community members. PLC will provide regular brief advice legal clinics <br />aimed specifically for Santa Ana -based care providers. Once clients are identified and determined eligible, <br />PLC will provide direct legal assistance to those clients. The assistance may vary, but will most likely <br />include: assisting with formation of the business entity; guiding the client through the licensing process; <br />preparing contracts and other documents necessary to run a childcare business; and assisting with other <br />matters relating to the legal health of their business. PLC intends to educate and assist clients with legal <br />aspects of forming workers cooperatives to provide care services. PLC will also provide legal assistance for <br />Santa Ana -based nonprofit organizations which seek to establish childcare centers for their clients. Finally, <br />PLC intends to act as a knowledge base and resource for legal issues affecting care providers in OC, <br />particularly in Santa Ana. <br />PLC is targeting low-income and fixed -income Santa Ana residents. For financial literacy programming, <br />PLC will emphasize elder and senior residents. For prospective caregiver entrepreneurs, PLC is open to <br />serving a broader population, including those who may not meet our traditional income eligibility guidelines. <br />Many of our clients prefer to receive their services in Spanish and other non-English languages, for which we <br />have bilingual staff and volunteers. <br />EXHIBIT A <br />
