Agreement with Nan McKay and Associates <br />July 2, 2019 <br />Page 2 <br />have the staff capacity to monitor rental listings and pull information on a continuous basis to <br />ensure rent comparisons can be completed accurately. <br />For this purpose, SAHA requested and received bids from the following firms: <br />Firm <br />Cost for Services <br />Nan McKay <br />$7,974 for GoSection8.com subscription <br />Nelrod <br />$5,489 for Nelrod Web -based System <br />The bids and cost for services from both vendors were reviewed by three employees from the <br />Housing Authority. The bid from Nan McKay and Associates was selected based upon several <br />factors including the amount of experience of the vendor. The system is utilized by hundreds of <br />public housing authorities across the country. Current and new landlords are able to list their <br />vacant units directly in the GoSection8 portal saving SAHA's staff valuable time. Local landlords <br />are familiar with listing their units in GoSection8.com to make them available for voucher holders <br />searching for a unit. The lower cost bid from Nelrod was not selected because it could not offer <br />the same customer experience and familiarity as GoSection8.com for local landlords and staff. <br />For over 35 years Nan McKay and Associates (NMA) has been the leader in providing <br />professional services to public housing authorities. Their continued growth in the affordable <br />housing industry is due to their strong client focus as well as their commitment to performance <br />excellence. Their GoSection8.com reasonable rent determination software provides an <br />automated rent comparability process that generates accurate HUD compliant rent <br />reasonableness reports. It is the fastest, easiest way for SAHA to complete rent reasonableness <br />certifications as required by the United States Department of Housing and Urban Development <br />(HUD). <br />The software has completed more than one million rent reasonableness certifications nationwide <br />since 2004. NMA uses a proprietary methodology and comparability database to provide the <br />most accurate and up-to-date market rent assessments. The software eliminates the need for <br />internally maintained landlord inventory lists, saving SAHA time and money by using this <br />software. GoSection8.com uses cutting -edge technology and provides landlords and participants <br />links to a private portal complete with photos, mapping and also storing of all the necessary data <br />for SAHA in the event of a HUD audit. The three-year term of the agreement would begin on July <br />2, 2019 (Exhibit 1). Although the contract is for less than $25,000, staff have used Nan McKay <br />since 2004 and determined it was necessary for the Housing Authority to review and approve this <br />contract before it is renewed for another three-year term. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item assists the City in meeting Goal #4 - Fiscal Sustainability, Objective #1 <br />(Maintain a stable, efficient and transparent financial environment). <br />3-2 <br />
