Agreement with National Credit Reporting <br />July 2, 2019 <br />Page 2 <br />For this purpose, SAHA requested and received bids from the following firms: <br />Firm <br />Cost for Services <br />Sterling <br />$30 per criminal background check <br />National Credit Reporting <br />$20.85 per criminal background check <br />The bids and cost for services from each vendor were reviewed by three employees from the <br />Housing Authority. As the lowest cost bid, National Credit Reporting was selected based upon <br />several factors including their experience in providing background check services for federally <br />assisted housing programs. National Credit Reporting runs background checks for most of the <br />Public Housing Authorities in California. They are located in San Jose, CA with satellite offices <br />nationwide. The Santa Ana Police Department is unable to conduct these criminal background <br />checks for the Housing Authority because the Department of Justice prohibits the use of the <br />California Law Enforcement Telecommunications System to obtain information on applicants to a <br />program. <br />National Credit Reporting has successfully been providing background screening information to <br />thousands of business owners, managers, and government agencies for over 30 years. They <br />are a member of NAHRO (National association of Housing and Redevelopment Officials) and <br />AHMA (Affordable Housing Management Association) Their progressive screening program has <br />enabled them to secure relationships with many public Housing Agencies. <br />National Credit Reporting has also acquired a number of state and county contracts to provide <br />screening information on both local and national levels. They are an authorized FBI (Federal <br />Sureau o-f—Invesfig—afion) channeling agency, allowingfor the su mission of -fingerprints and <br />retrieval of criminal record results directly from the FBI's Criminal Justice Information Systems <br />(CJ1S) division. <br />National Credit Reporting is constantly staying up to date with the latest technologies available to <br />the affordable housing industry. The unique website provides organizations of all sizes and <br />locations a streamlined process for increased efficiency and security. The three-year term of the <br />agreement would begin on August 1, 2019 (Exhibit 1). <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item assists the City in meeting Goal #4 - Fiscal Sustainability, Objective #1 <br />(Maintain a stable, efficient and transparent financial environment). <br />FISCAL IMPACT <br />Funds are available for FY 2019-20 and will be budgeted in future fiscal year budgets for <br />estimated expenditures in the Housing Authority Vouchers -Administrative Fees account as <br />follows, subject to change: <br />4-2 <br />
