Koo 10/22/03 <br />RESOLUTION NO.2003-20 <br />A RESOLUTION OF THE HISTORIC RESOURCES <br />COMMISSION OF THE CITY OF SANTA ANA <br />REGARDING THE IMPACT OF ONE BROADWAY ON THE <br />HISTORIC RESOURCES OF SANTA ANA <br />BE IT RESOLVED BY THE HISTORIC RESOURCES COMMISSION OF THE <br />CITY OF SANTA ANA AS FOLLOWS: <br />Section 1. The Historic Resources Commission of the City of Santa Ana <br />hereby finds, determines and declares as follows: <br />A. On October 2, 2003, the Historic Resources Commission discussed the <br />implications of the One Broadway Project on the historic resources of <br />Santa Ana and concluded: <br />1. The size and development intensity of the One Broadway Plaza <br />project would dramatically alter and remove portions of the existing <br />fabric of the Broadway Corridor and would not be consistent with <br />the unique historic character. <br />2. The project would result in negative traffic impacts to the North <br />Broadway corridor and may preclude future, more appropriately <br />scaled development that is more compatible with the existing <br />historic character. <br />3. The project would result in increased traffic which would potentially <br />have a detrimental effect on the historic neighborhoods and historic <br />homes located in Floral Park, French Park, French Court, Willard <br />and Washington Square. <br />4. The project would choke vehicular access to the Downtown Historic <br />District/Artist's Village, undermining the commercial viability of this <br />vibrant area and deterring future revitalization projects In this <br />District, impacting such landmarks as the YMCA, Old County <br />Courthouse, and the Santora Building. <br />5. The project would impede the access to the First Church of <br />Christian Science on Main Street, an important historic landmark. <br />6. The proposed One Broadway Plaza would result in unavoidable <br />adverse project -specific impacts as well as cumulative impacts to <br />historic resources in the city of Santa Ana. <br />AA 04-1/EIR 99-1/ Resolution No, 2003.20 <br />IGPA 04-1/ZOA 04-2 Page 1 of 3 <br />EXHIBIT 10 <br />
