The purpose,of the plan was to establish a <br />vision for a thriving and integrated' district of civic, business, <br />cultural and retail activity with a small residential component. The <br />project site, as part of the Midtown Specific Plan, is currently <br />located within the Broadway Corridor District. The Broadway Corridor <br />District includes both sides of Broadway and the west side of Sycamore <br />Street between Tenth and Seventeenth Streets. The existing zoning <br />designation establishes a maximum Floor Area Ratio (FAR) of 0.5 to 2.0, <br />n maximum building height of 35 feet and 20-foot building setback along <br />Broadway. <br />Although the One Broadway Plaza project proposes a combination of <br />office, restaurant, and retail uses compatible with the vision of the <br />Midtown Specific Plan, the Midtown standards adopted in 1996 did not <br />contemplate high-rise office developments with greater land use <br />intensity. As a result, Caribou Industries is requesting approval of <br />a zoning ordinance amendment to allow various amendments to the <br />Specific Plan related to the removal of the project site from the <br />Broadway Corridor District (Exhibit 18). In its place, the One <br />Broadway Specific Development District (SD-75) zoning designation <br />will be established. <br />A series of site -specific objectives, policies and development <br />standards will be used to guide the development of the tower and <br />associated parking structure. Specifically, the SD-75 would involve <br />the creation of development standards such as a specific building FAR <br />of 2.9 and allow the exclusive entitlement of a 37-story landmark <br />office tower and affiliated parking garage per the approved plan. <br />The SD has been framed to allow the construction of the project as <br />proposed and prohibits future modifications to enlarge or reduce the <br />ize of the project. The SD is also intended to maintain the scale <br />dnd character established by the existing structures and streetscape <br />pattern as part of the Midtown area (Exhibit 19). <br />
