REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />CLERK OF COUNCIL USE ONLY: <br />AUGUST 20, 2019 <br />TITLE: APPROVED <br />❑ As Recommended <br />RE -APPOINT ENRIQUE PEREZ TO THE . ❑ As Amended <br />WORKFORCE DEVELOPMENT BOARD El Ordinance on Reading <br />[I El Ordinance on c Reading <br />FOR A FOUR YEAR TERM EXPIRING ❑ Implementing Resolution <br />MAY 31, 2023 ❑ Set Public Hearing For <br />(STRATEGIC PLAN NO 5,1) <br />CONTINUED TO <br />FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Reappoint Enrique Perez to the Santa Ana Workforce Development Board, representing Rancho <br />Santiago Community College, for a four-year term expiring May 31, 2023. <br />DISCUSSION <br />On May 17, 2016, the Santa Ana City Council adopted Resolution 2016-031 establishing the <br />Santa Ana Workforce Development Board (WDB) and appointed 25 members. In accordance <br />with the federal Workforce Innovation and Opportunity Act (WIOA) Section 107(B)(2)(A-D) a local <br />WDB board is to be comprised of representatives from specific categories and that the number of <br />WDB members in the categories be proportional in different ways to the total membership while <br />maintaining a greater than 50 percent representation from the business sector. WDB Board <br />members are to be appointed by Council under the categories of membership, prescribed by law, <br />as follows: <br />• Representatives from local businesses 13 members <br />• Representative from labor, labor registered 5 members <br />apprenticeship, and/or community based organization) <br />• Representatives from local education institutions 3 members <br />• Representative from government entities 4 members <br />(Dept. of Rehabilitation, Social Services Agency, <br />EDD, and Economic Development) <br />Mr. Enrique Perez, J.D., represents local higher education institution on the Workforce <br />Development Board. Mr. Perez is the Vice Chancellor of Educational Services at Rancho <br />13D-1 <br />
