REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />AUGUST 20, 2019 <br />TITLE: <br />APPROVE AND AUTHORIZE THE MAYOR <br />TO SIGN THE BIENNIAL UPDATE TO THE <br />REGIONAL AND LOCAL WORKFORCE <br />PLAN FOR FISCAL YEARS 2017-2021 <br />(STRATEGIC PLAN NO 2,4) <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1°t Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Approve the biennial update to the Regional and Local Workforce Plan for Program Years 2017 <br />through 2021 and authorize the Mayor, City Manager and Clerk of the Council to sign all <br />documents necessary for submission to the California Workforce Development Board and State <br />of California Employment Development Department. <br />WORKFORCE DEVELOPMENT BOARD ACTION <br />At its Regular Meeting of January 17, 2019, by a vote of 14:0 (Elliott, Rose, Ruiz, absent), the <br />Workforce Development Board recommended approval. <br />DISCUSSION <br />The Workforce Innovation and Opportunity Act (WIOA) Section 106 requires local boards and <br />chief elected officials within each designated region to prepare and submit a single Regional Plan <br />that includes a description of the activities that incorporates a Local Plan. <br />Under WIOA, a biennial update of regional and local plans is required in order to ensure plans <br />remain current and account for `changes in labor market and economic conditions or in other <br />factors affecting the implementation of the local plan" (29 U.S. Code § 3123). The California <br />Workforce Development Board (State Board) has also made changes to the State Plan which <br />required that Local Boards update their plans to keep them consistent with the policy direction of <br />the State Plan. Pursuant to the State Plan, modifications submitted to the U.S. Department of <br />Labor in the spring of 2018 and approved on June 11, 2018, the State Board issued Directive <br />WDB 18-01 which provided guidance to Local Boards on the requirements associated with local <br />and regional planning modifications. <br />19E-1 <br />
