REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />AUGUST 20, 2019 <br />TITLE: <br />APPROVE AGREEMENT WITH SWAYZER <br />CORPORATION FOR LANDSCAPE <br />MAINTENANCE SERVICES, FOR A <br />3-YEAR PERIOD, IN AN AMOUNT NOT <br />TO EXCEED $125,000 ANNUALLY FOR <br />A TOTAL AMOUNT OF $625,000 <br />(NON -GENERAL FUND) <br />(STRATEGIC PLAN NO. 6, 1C) <br />(51TY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1st Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Swayzer <br />Corporation for Landscape Maintenance Services at Water Facilities and at the Santa Ana Regional <br />Transportation Center, for the three-year period beginning August 20, 2019, and expiring August <br />19, 2022, with a provision for one, two-year renewal option exercisable by the City Manager and <br />City Attorney, in an amount not to exceed $125,000 annually, fora total amount of $625,000 subject <br />to non -substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Public Works Agency (PWA) is responsible for landscape maintenance at 19 water enterprise <br />facilities, such as well sites and pump stations, and at the Santa Ana Regional Transportation <br />Center (SARTC). Landscape maintenance services include, but are not limited to, mowing, weed <br />mitigation and removal, trash removal and disposal, and irrigation system maintenance. In addition <br />to general maintenance services, staff will pursue various water -wise improvement options, such <br />as replacing landscaping at facilities and equipment upgrades, including smart weather controllers. <br />On May 16, 2019, PWA issued a Request for Proposals (RFP) for landscape maintenance services <br />at 19 water facilities and the SARTC. The RFP was advertised on the City's PlanetBids website. <br />System records indicate 32 vendors were notified and 29 vendors downloaded proposal files. Five <br />responsive proposals were received and evaluated by a selection committee, based on the criteria <br />as outlined in the RFP.
