REQUEST FOR <br />COUNCIL ACTION <br />[Ilk r1016111 k 4:4 111 I'Ll"B7a� i :9 <br />AUGUST 20, 2019 <br />TITLE: <br />APPROVE MEMORANDUM OF <br />UNDERSTANDING WITH COMMUNITY <br />ACTION PARNTERSHIP OF ORANGE <br />COUNTY, RANCHO SANTIAGO COMMUNITY <br />COLLEGE DISTRICT, AND THE SOUTHERN <br />CALIFORNIA INDIAN CENTER AS PARTNERS <br />UNDER THE WORKFORCE INNOVATION <br />AND OPPORTUNITY ACT <br />(STRATEGIC PLAN NO 2,4) <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1st Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />CITY M NAGER <br />RECOMMENDED ACTION <br />Authorize the Mayor, City Manager and Clerk of the Council to execute a Memorandum of <br />Understanding with the Santa Ana Workforce Development Board and Community Action <br />Partnership of Orange County, Rancho Santiago Community College District, and the Southern <br />Calfornia Indian Center as part of America's Job Center of California to establish a cooperative <br />working relationship between the parties and to define respective roles and responsibilities, <br />subject to non -substantive changes approved by the City Manager and City Attorney. <br />WORKFORCE DEVELOPMENT BOARD RECOMMENDATION <br />At its regularly scheduled meeting of May 16, 2019 by a vote of 13:0 (Absent: Alegre, Baetz, <br />Korthuis, Smith), the Workforce Development Board recommended that the City Council approve <br />the action. <br />DISCUSSION <br />In order to establish a high quality America's Job Center's of California (AJCC's) delivery system <br />and enhance collaboration among partner programs, Workforce Innovation Opportunity Act <br />(WIOA) requires Local Boards to develop Memorandum of Understanding's (MOU's) with all <br />AJCC required partners within their Local Workforce Development Area (Local Area). These <br />MOUs will serve as a functional tool as well as visionary plan for how the Local Board and AJCC <br />partners will work together to create a unified service delivery system that best meets the needs <br />of their shared customers. <br />25J-1 <br />
