REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />AUGUST 20, 2019 <br />TITLE: <br />APPROVE AN AGREEMENT WITH <br />PRIORITY LANDSCAPE SERVICES, LLC <br />TO PROVIDE LANDSCAPE <br />MAINTENANCE SERVICES IN DISTRICT <br />A FOR AN AMOUNT NOT TO EXCEED <br />$329,739 FOR THE PERIOD JULY 1, 2019 <br />TO JUNE 30, 2020 TO BE FUNDED BY <br />CIVIC CENTER AUTHORITY FUNDS <br />(STRATEGIC PLAN NO. 6, 1) <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 151 Reading <br />❑ Ordinance on 2n1 Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Priority <br />Landscape Services, LLC to provide landscape maintenance services in District A for an amount <br />not to exceed $329,739, which includes a 15% contingency, for the period July 1, 2019 to June <br />30, 2020 to be funded by Civic Center Authority funds, subject to non -substantive changes <br />approved by the City Manager and City Attorney. <br />DISCUSSION <br />On April 8, 2019, the Parks, Recreation and Community Services Agency issued a request for <br />proposal (RFP) for landscape maintenance services in District A. The City notified 151 companies, <br />23 companies downloaded the documents, and two companies submitted proposals. The city <br />conducted the evaluation process, selected a company, and entered into negotiations. <br />Unfortunately, the City and contractor were not able to settle on the terms of the agreement. The <br />remaining proposer had a low score eliminating them from consideration resulting in the rejection of <br />all proposals. <br />The agreement with the existing vendor (Priority Landscape) has expired and they have agreed to <br />continue services until the City is able to issue a new RFP and award a new agreement. Therefore, <br />the City is requesting to enter into a one-year agreement with Priority Landscape to provide <br />landscape maintenance services in District A. The agreement will contain a 30-day termination <br />clause as the City anticipates for the RFP process to be completed no later than December 2019. <br />25K-1 <br />
