LAR 8.20.19 <br />RESOLUTION NO.2019-XX <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA REINSTATING THE LIBRARY DEPARTMENT <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1: The City Council hereby finds, determines and declares as follows: <br />A. Historically, the City of Santa Ana maintained a Library Department. In <br />February 2009, the Library Director retired. At the time, the economy was <br />experiencing a recession and the decision was made to combine the <br />Library Department with the Parks, Recreation and Community Services <br />Agency. <br />B. Numerous Southern California cities including Orange, Long Beach, <br />Newport Beach, Mission Viejo, San Diego, Riverside, Fullerton and <br />Huntington Beach operate Library Departments. <br />C. There is a significant commitment of time and resources that are <br />necessary to run effective community services and recreation programs, <br />as well as, to operate a multitude of City Parks and Community Centers. <br />In addition, the City Council has expressed a desire to devote additional <br />resources to the development of Library services for the residents of the <br />City of Santa Ana. Therefore, it has been determined that, the City should <br />reinstate the Library Department, separate and apart from the Parks, <br />Recreation and Community Services Agency. <br />D. In July 2019, the Santa Ana City Council created a Library Services <br />Director (EM) classification as part of the Fiscal Year 2019-2020 Annual <br />Budget process. <br />E. The Santa Ana City Council has determined that the needs of the <br />residents of the City of Santa Ana will be best served by the reinstatement <br />of the Library Department with the Library Services Director as the <br />Executive Director or Department Head. <br />Section 2: The Santa Ana City Council hereby reinstates the Library <br />Department with the Library Services Director as the Executive Director. <br />#5864v2 <br />Resolution No. 2019-XXX <br />Page 1 of 2 <br />55D-3 <br />
