Density Bonus Agreement for 2110, 2114, and 2020 East First Street <br />August 20, 2019 <br />Page 2 <br />PARKING MANAGEMENT PLAN <br />The Parking Management Plan submitted by the Applicant continues to provide key enforcement <br />and implementation tools for when the development becomes operational, including but not limited <br />to 1) an off -site parking valet service for residents opting to include offsite parking space rentals as <br />part of the lease agreement and a shuttle service to major transit and service hubs during peak <br />demand periods (6-9 am and 3-6 pm) daily, and 2) an on -demand emergency transportation <br />service provided during off-peak hours for residents to get to the offsite parking spaces. <br />Critical to the enforceability of the program, among other enforceable obligations and as part of the <br />agreement with the City, is if overflow of parking from the site is found to occur, the management <br />of the apartment project will cease to lease vacant units or will pay for additional parking spaces <br />off -site. The Parking Management Plan is attached as Exhibit 2. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal # 3 - Economic Development, <br />Objective #2 (create new opportunities for business/job growth and encourage private <br />development through new General Plan and Zoning Ordinance policies), Objective # 5 (leverage <br />private investment that results in tax base expansion and job creation citywide) and Goal # 5 - <br />Community Health, Livability, Engagement & Sustainability, Objective # 3 (facilitate diverse <br />housing opportunities and support efforts to preserve and improve the livability of Santa Ana <br />neighborhoods). <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />Steven A.
