Prior to issuance of certificate of occupancy and to generate options for residents to own and <br />utilize additional vehicles to meet their needs, the owner will make arrangements with as many <br />off -site parking lot owners in the project vicinity as is sufficient to meet the then -current demand <br />for off -site parking rental. The project owner will negotiate the parking at the then -current <br />market rate for off -site parking or better, as evidenced by comparable parking options in the <br />City. These contracted sites will all be within a ten (10) minute drive of First Point. The parking <br />spaces themselves will be contracted for by residents, with the owner acting as the `pass -through <br />for payments between the parking owner and the project residents. At all times, valet service will <br />only be offered to residents with approved, compliant, paid -for parking. This PMP includes a <br />map of anticipated potential parking sites as well as a sample parking letter of interest. As an <br />excess of caution, owner will diligently work to ensure that additional short-term resident -paid <br />parking opportunities are made available at the time of initial occupancy at owner's affiliated <br />project, Villa Court Senior Apartments at 2222 E. First Street in Santa Ana, as well as in adjacent <br />areas that were utilized by owner's general contractor as temporary construction staging areas. <br />As a requirement in the residential leases, all residents are required to provide information on <br />vehicles owned and operated by any member of the household and specify where their vehicles <br />will be parking, including providing evidence satisfactory to the project owner that such vehicles <br />are permitted to park in such locations. To any extent that residents utilize parking in City owned <br />lots or on private property without authorization, the project owner will issue lease violations to <br />residents when such violations are validly reported to project owner. Project owner will initiate <br />penalties, lease violations, and eventually the eviction process as expeditiously as the law allows <br />and proceed to evict residents that do not comply with the project's parking policies. Residents <br />will be required to acknowledge receipt of the project's Parking Addendum to Lease, in <br />substantially similar form as the sample provided in this PMP, as well as to sign the owner's <br />Tenant Parking and Eviction Advisory form which is a disclosure related to offsite parking <br />provisions and the extreme consequences (even eviction) that can result from non-compliance. <br />In addition to the valet service during the normal posted hours, valet support will be available at <br />no cost to residents on a modified basis for residents needing access to their vehicles that are <br />parked in approved off -site locations in the event that such residents are experiencing health or <br />safety emergencies. <br />Additional details of these programs are included in the following plan. <br />Compliance and Enforcement <br />In order to ensure compliance with the approved PMP, the owner agrees to submit an annual <br />parking management plan update by December 31st of each year for the first three years <br />following project occupancy to City of Santa Ana planning staff. Additional parking <br />management plan updates may be requested thereafter by the City if deemed necessary by the <br />City or developer. <br />The report will include all relevant parking statistics, including: <br />0 Vacancy and occupancy of on -site parking spaces (parking counts) <br />
